For artillery only formations, assume all batteries are still limbered in a deployed formation in this example, are they still considered as being uncommitted in the reserve area, requiring a leader action to commit or would they be could they be considered deployed not requiring a leader action to unlimber?

They are considered uncommitted in reserve and require a Leader Action: Commit Artillery Battery from Formation Reserve. Once for each battery.
