  1. David. Is the intention that all 8 Rifle companies in Fane's brigade (BR) should be committed to the 80th Line, or is it acceptable to commit units to other formations (Brigades in this scenario)?

Well, I believe it was Wellesley's intent that they operate with the 80th Foot because that is the brigade he assigned them all to and I don't believe that during the engagement any were sent anywhere else. There are some decent arguments for allowing the British to reorganize their Formations as they please (at least to some degree), but that'd be between the players or the players and the game host. Strictly speaking from a rules perspective, you can only commit a Specialty Unit to a Unit in the same Formation. Though a common semi-house rule is to use the optional rule for Leader Actions that allows players to do things not enumerated in the rules by performing a successful Leader Action – once again, so long as the group/host agrees to the general practice. So, you could use that optional rule to transfer companies to another Formation and then commit them there.

Thanks David, that pretty much follows the conversation we've had. So if committed they'd  contribute 24 to the skirmish factor, all to the 80th Foot, in a very brittle brigade that would retreat with 2 fatigue?

Correct. Very strong preparatory presence but no staying power if hit.
