For these militia/partisan units that are a company or 4 companies strong, what is the recommended basing? I saw that for other specialty units like rifles, the idea is to have them on a circular base like formation commanders. Would these units be treated the same or on the standard infantry base since they are more of a mob?

Yes, the intention is that all 'companies' and 'Specialty Units' are based on small round stands.

Correct, we do intend to release clarified rules for such, but for the most part they don't function any differently.

these companies in 1808-3, whether marked RF1 or just 1 are independent combat units that effectively game as a very weak battalion on a small base, Si ?
and by extension, would be counted towards their formations count of units for morale assessment purposes, Si ?

So if I continue using ESR 2 the Civiles units operate the same as a battalion but are treated as a small unit in combat resolutions? If yes does each one count towards morale assessments as a battalion would? For example: Battle of Alcolea: Brigada Civiles has 12 companies of Civiles. So that would be 12 units in a morale assessment and 12 units skirmish firing or fighting combat resolution (which would give the opposition a negative for fighting multiple units but also give the civiles a negative for fighting a larger unit).
