Retired Artillery in Reformation Area

David,

     As the result of an Assessment, Artillery which has to retire is placed "limbered, adjacent to the Formation's Reformation Area" (pages 41 & 58).

Are they treated as "routed" units, and therefore must be rallied from the Reformation Area by a Leader Action?

Yes, while not really 'routed' in a morale sense, they are treated the same way as an infantry or cavalry Unit that routed when it comes to needing to rally them.
