Are we correct in attempting to abandon personal command, that the commander gets the modifiers for: Issuing Commander’s Leadership Rating Issuer is Personally Commanding This Formation Receiving Commander’s Personal Rating (Again in the calm of retrospect, I think perhaps he gets this modifier, using the LR of the commander of the Formation the Issuing Commander is leaving, as a better subordinate commander is easier to get away from than a poor one).

Correct. A Commander with a poor Leadership Rating [LR] is not a very good administrator and has a harder time keeping his Formation organized... thus, it is harder to leave the disorganized mess than the organized one.
