At the beginning of the game, assume on Turn 1 a Force has no successful Order Activation by the Force commander to his subordinates by taking personal command. (In our playing the Sample Scenario in the Complete Player’s Guide, the Army/Force commander rolled snake eyes on his first attempt.) Will the Formations under him then be on a Defend order until another order is activated?

Yes. The exception to this would be if the scenario dictates that the Formations began the game under a specific order or the Force began with a specific objective.
