If a force commander creates a detachment from the formations under his command, is it still governed by the overall Force Objective, or can it be given its own Formation Directive (e.g. Force to Move, detachment to remain as a rearguard on Defend)?

All parts of a Force are governed by its objective. The detachment is still part of the Force, so it still has the same objective. Each Formation receives its own directive, and the detachment is effectively just another Formation, so it should be issued a directive just like any other Formation.
