Is the displace unlimbered battery action a way to move a battery that has been committed i.e, put into line? Or does it need to be recalled then committed on another turn?

The Displace an Unlimbered Artillery Battery Leader Action effectively limbers the battery in place, so that during the Movement step of the Movement Phase, it may move, and unlimber, as desired (3.8.7). So if you want to reposition (including pivoting), a committed, unlimbered artillery battery, the ‘Displace’ Leader Action would be the natural choice.
