A horse battery that was attached to an infantry division was committed 12 inches ahead of the division it was with (we use 100 yd to the inch scale). This was to enable it to shoot at an enemy unit that had just retreated. The infantry division was on defend. Is this allowed?

Effectively a Formation on defend [D] isn’t allowed to abandon its position, it can spread out, contract, change facing, etc... I would generally think that sending a single Unit forward as you describe would not cause a conflict with that, though, it may prove very risky.
