The default would be that the detachment does not receive a Commander, thus detachments generally have less staying power than their parents – no Commander benefit during Assessments, etc... A group could get as deep into the weeds on this as they wanted, deciding which brigadiers or colonels merited receiving a Command figure and what their rating ought be. The reason the default would be that a detachment does not receive a Formation Commander is that *mostly* I would argue the influence of random Commander should not be as significant as the typical Formation Commander’s.
