"Objectives" are changed by either the CnC by issuing an objective change in the Issue Orders phase, or Force Commander Leader Action (potentially with a penalty if CnC is present), right?

Correct. And you may wish to note that a Force Commander changing his own objective is a *Leader Action* which means that 1) it is done as the last step of the Command Phase and 2) if it succeeds, the activation is immediate. See 3.3 and 3.8.3.
