Can a delayed order be replaced or re-issued?

A delayed order does not need to be replaced, per 3.2.1 it will automatically activate once the delay has passed, however, a player can choose to roll for its activate again on a subsequent turn, but must apply the delay as a modifier. Alternatively, you could issue a new, different order, but that order too would suffer the delay penalty until the delay has expired.
