Let's say I have a corps ( a Force) consisting of two divisions (Formations). Am I able to give my Formations Objective orders? Or do you only give Objective orders to the Force?

Only the Force gets an objective, though it can be somewhat broad, Ney's corps at Lützen was historically the whole cluster of villages, not just one of them. See 3.5.
