Is there a limit to the number of units that can be removed under this Action? It seems that, as there is no Leader Action Test, it can be repeated add infinitum in a turn, but this would enable a formation to recover very quickly.

I suspect we may be missing something.

No, it has no limit.

Yes, it can be repeated… well not exactly indefinitely… because every time you do it, you're removing a Unit, and you only have so many Units.

So, yes, a Formation may recover Fatigue very fast by doing this, but it also shrinks significantly, meaning that the Formation's new threshold for Fatigue just got lower.

Simple example: 12 battalion division with two artillery batteries (max of 14 Fatigue before Retreat [RT], 21 before Break [BK]). If you want, you can drop that Fatigue to 0 by removing 7 Units. But now you have a 7 battalion division with no artillery. So the Formation suffered a 50% reduction in strength to become "fresh" again.
