When a leader wants to abandon personal command he has to pass a leader action test (unless the formation is broken or retreating). As this is effectively an order to himself I am assuming that the only modifiers that are relevant are his Leadership Rating (which would count twice as both the sender and receiver) and any modifiers for proximity to the enemy. I am assuming that other modifiers, such as the fatigue level of the formation to which he is attached, are not relevant in this instance. Is that correct?

No actually, Leader Actions aren't necessarily orders, they are more attempts to coordinate with others (with a couple notable exceptions), in this case, the Leader Action test is an attempt to extricate himself from the Formation and all the draws on his attention there. Thus, the relevant modifiers include his own Leadership Rating [LR], that of the Formation Commander – whom he is trying to hand back the reins to, and the condition of the Formation he's trying to leave; i.e. proximity to the enemy, Fatigue, etc… Joining the party is easy, leaving the party can be tough.
