This may not exactly fit in the Combat phase section of the forum, but noticed that a number of line units for the British and French have the (L) designation in the troop rating recommendations of the "Raising an Army" section, is this purposely done to reflect they were more maneuverable, better trained, more effective in the artillery/skirmish phase?
I realize it's also scenario dependent, but wanted to confirm the intent.

Correct, in both the Introduction and Raising an Army you'll see that the Lights [L] characteristic is not about the title of a Unit but rather intended to represent Units which are more flexibly able to address embarrassing terrain – both moving in it and fighting in it. The recommended ratings in Raising an Army are effectively revised in the various ESR Campaign Guides to be more precise for the campaigns and scenarios in question. You'll notice that in 1813-1: We shall meet in Vienna, that the French have significantly less Units recommended to have the Lights [L] characteristic due to their dependency on levies. This is distinct from 1805-1: Roll up that Map, where nearly all French infantry are considered Lights [L].
