If a formation has moved its full distance in the Movement Phase under an [M] directive can it then convert at the beginning of the Combat Phase to an [A] directive and get an extra full move distance into contact with the enemy i.e. can it double its distance this way or is this available only to formations which have not moved in the Movement Phase.

The criteria for conversion is the crux of the question. The only Formation that can convert to attack [A] at a distance from the enemy of more than 450 yards is cavalry. And yes, it could potentially move double its normal movement in a turn this way, that is intentional.
