Can Cavalry on attack convert to an attack order?

Can a cavalry unit that moved under an attack directive during the movement phase, but did not make contact, then attack an eligible target during the conversion step of the combat phase?

The only directive for that is forbidden to convert to an attack is withdrawal.

To Convert is to change from one Directive to another (per page 50 and 67: 5.1.Conversions). Therefore, a Formation can't Convert to a Directive it is already on because doing so necessarily isn't Converting.
