In our game yesterday, a 2 battalion detachment was forced out of village (broken) and retreated away, directly behind a Bavarian division that had to take an assessment.

It paid a -3 for having the detachment broken with 9". Is that correct?

Yes. Per 3.8.9, the result of Create a Detachment is a new Formation.

It paid a -3 for having the detachment broken with 9". Is that correct?

Yes, indeed you did it correct!

When retreating, the only requirement is that formations stay 900 yards away from all enemies.

There is no requirement that retreating units fall back towards their own forces? Can you retreat in any direction, as long as you stay 900 yards away from enemies?

Correct, the Formation must attempt to maintain a 900 yard gap between it and all enemy. Generally speaking, this means it ends up going back towards its own lines, but it is situation specific how broad of options it has.
