Does anyone have recommendations for 28mm miniatures for basing and ground scale?  

We've seen battle reports from various players that tend towards the 1"=50 yards ground scale, though it depends on how your miniatures are presently based (if you're adapting to the closest ground scale) and what you find ascetically pleasing in terms of number of miniatures per battalion.

A little threadnomancy but we play ESR in 15mm at 100yd scale and 28mm at 75yd scale. We use 6 figures per battalion on 2.5" bases for 28mm and it seems to work out well. This allows us roughly 6 miles on battlefield on a 12' table for the 28mm.
