Infantry do not require line of sight to the enemy – does this mean that second line infantry units may fire if they are in range? What is the intention here?

Correct. As infantry are not shooting but are rather “contributing skirmishers”, all battalions within range and arc will contribute points, regardless of obstacles or friendly troops – the obstacle part of this can obviously vary by scenario as some terrain may be deemed by the scenario to nullify skirmishing, etc...
