An query as to why no differentiation was made between skirmish fire and fire from massed infantry formations (volley or formed fire)?

There is actually distinction between them, formed fire is assumed to happen *at contact* and is resolved by Combat Resolution (vs the Artillery & Skirmishing mechanic), due to the ground scale and depth of the base "contact" doesn't necessarily mean mêlée, though it does include such. Skirmish fire is performed from 450 yards to contact.
