May an artillery battery that was just committed on the Command phase of the same turn, fire on that turn during Artillery and Skirmishing?

If the battery is unlimbered during the Artillery & Skirmishing Phase, and it has a valid target, it *will* fire (5.1). The act of unlimbering does not cost any movement (QRG – Movement, 4.2.1). Limbered artillery may not fire (5.1). Unlimbered artillery may not move (3.8.7, 4.2.1).
