If you have an infantry unit that is 200 yards from the edge and an artillery unit that is 200 yards outside of the edge of the terrain. Yes. The working design assumption is that the Artillery Battery may be firing (most likely) but isn't able to target the formed bodies of the parent Infantry Battalions, only the skirmish screens which are operating well forward, while those skirmishers are pressuring the Artillery Battery.

I believe you're referencing 8.2.Threat Zone which says: "Awareness into [rough/dense] terrain…" so an Artillery Battery outside the terrain looking in will see into the terrain either 450 or 225 yards depending on if it is rough or dense.

Assuming we're using the 1"=150 yard ground scale, 6" would be the maximum range of the Artillery, so no, because the range to the target would be 7". But, if the Artillery was say 4-5" from the terrain and the target was 1" inside the terrain (rough or dense), yes.

Yes… but I should probably specify/clarify something key with a couple functional examples.
TL;DR: Basically Artillery can't Threaten *across* these terrain types at targets that aren't adjacent to the terrain.
Example #1: An Artillery Battery opposing an enemy Infantry Battalion that is directly adjacent to a city wall (think Dresden, Smolensk, Pultusk, etc…) will Threaten that Infantry Battalion via bombardment (and the Infantry Battalion will Threaten it in return via skirmishers).
But if that Infantry Battalion falls back away from the wall, their skirmishers will still go out and Threaten the Artillery Battery, but the Artillery Battery won't be able to Threaten the Infantry Battalion because it is assumed not to be exposed.
Example #2: Example #1 except replace "walls" with "fortifications". NOTE: There are *lots* of different types of fortifications and there are some that a scenario designer should say "these are too low or light or otherwise inconsequential not to block artillery fire that crosses them to targets on the far side", that's the scenario designer's prerogative.
Example #3: An Artillery Battery opposing an enemy Infantry Battalion that is outside of but directly adjacent to a build-up-area will Threaten that Infantry Battalion with bombardment presuming that the 225 yard (dense) or 450 yard (rough) distance is met, and the Infantry Battalion will Threaten the Artillery Battery right back with skirmishers.
But if that Infantry Battalion falls back away from the built-up-area, their skirmishers will still go out through the build-up-area and Threaten the Artillery Battery, but the Artillery Battery won't be able to Threaten the Infantry Battalion because it is assumed that even if the intervening built-up-area is narrower than the 225/450 yard distance, it is assumed the Artillery Battery can't fire through it to targets on the other side (unless they are adjacent as indicated above).
Example #4: Example #3 except replace "built-up-area" with "woods".

When a limbered artillery piece is attacked, you roll a d6 and it is either destroyed or routs to the reformation area. Is this roll made before threat is determined or after. On the reference card, it is listed after. If the roll is made before, can the attacking unit continue its move to attack another unit?

After, as indicated by the order on The Quick Reference Guide's Threat Table, the roll is made after. The importance of this is that the Threat from the enemy Unit(s) that contacted the limbered Artillery Battery is factored in against the target parent Formation.

For built-up-areas which is it? By above it seems to be the second sentence. But the first sentence is saying 225 yards.

This is speaking to seeing a target on the far side of the built-up-area.
Built-up-areas can (at least theoretically from a design perspective) be nearly any depth. So, even if a built-up-area is <225 yards deep in a given area, the Artillery can't see and therefore will not Threaten a target on the far side of the built-up-area unless that target is directly adjacent to the built-up-area.
That make sense?
