In the Russian's Initial Placement for the 18th Division at the Battle of Gorodechno (page 77 of Didn't Dare Do Anything), it says half of the division is in starting zone 2 and the other half is in zone 3.

Should the 18th Division start the game as one or two Formations?
Historically the command remained united in structure, so the intent is that it begins the scenario as a single Formation – despite being spread across a vast space. In the event, the entire 18th Division was swung left to the ridges which united it. However, in a game, a player could choose to use the Create Detachment Leader Action to break it into these two elements, thus allowing it to operate separately as two distinct Formations.
